In accordance with the Article 7 of the Stockholm Convention, it is required to prepare a national implementation plan on persistent organic pollutants and to update this plan periodically. Furthermore, taking measures for the reduction and minimization of the releases from intentional production and uses and unintentional production and wastes , implementation of BAT/BEPs, registration of special exemptions accorded in accordance with the convention and regular reporting of the data of Turkey to the Convention secretariat and informing, raising the awareness of and training of the public are among Turkey’s obligations. The first component for the execution of all these obligations is preparation and periodical updating of the NIP including the strategy and actions required for the implementation of the said convention.
With the capacity development fund provided by the Global Environment Fund (GEF), our Ministry developed NIP on Persistent Organic Pollutants that includes action plans for the implementation of inventory data on use, export, import, production, distribution and source of the 12 chemicals with the characteristics of persistent organic pollutants, evaluation of polluted sites, existing stocks and disposal possibilities, creation of infrastructure, legal regulations, monitoring research and capacity development on persistent organic pollutants, establishment and use of monitoring system and the plan was delivered to the Convention Secretariat in 2010.
This first NIP was completed in 2014 with the GEF supported “Project on Updating and Review of the NIP” in order to fulfil the review and updating requirement of the 10 new chemicals added into the Convention on 2009 and 2010. The 2nd NIP prepared at the end of the Project has been revised within framework of the IPA 2010 financed “Technical Assistance for the Implementation of POPs Regulation Project” by including the newly included chemicals and the chemicals that are envisaged to be included together with the chemicals in the POPs Protocol and it will be presented to the Convention Secretariat after being finalized.
